Lower Fatality Rates in November 2007 Compared to November 2006

LOWER FATALITY RATES IN NOVEMBER 2007
COMPARED TO NOVEMBER 2006

The daily fatality rate for November 2007 for the three major road user groups, motorcycle riders, pillion riders, car users and pedestrians has reduced significantly when compared to data in November 2006.

Motorcycle riders and pillion riders recorded a reduction of 77 deaths from 284 fatalities in 2006 compared to 207 fatalities in November 2007. The average fatalities also recorded a reduction from 10.13 deaths a day for the whole of 2006 compared to 7.13 fatalities daily in November 2007.

Compared to the 100 deaths recorded amongst car users in November 2006, there has also been a reduction of 23 fatalities for car drivers based on the figure of 77 deaths recorded for November 2007. In ratio terms the daily average fatality amongst car users reduced from 3.33 deaths a day in November 2006 to 2.65 deaths in November 2007.

The death rate for pedestrians also declined by 16 fatalities from 46 fatalities in November 2006 to 30 fatalities in November 2007.The daily average reduced from 1.63 deaths per day in November 2006 to 1.03 deaths per day in November 2007.
The downward trend of fatalities for the three major groups of road users is motorcycle riders and pillion riders, car users and pedestrians for the month of November 2007 represent a good achievement based on concerted and collaborative actions of all the implementing agencies including PDRM, JPJ, JKJR, MIROS, DOSH, LPKP, and JKR.

The main factors that contributed to this significant turning point and milestone in road safety are OPS SIKAL and also due to the  government's decision to impose a  maximum fine of RM 300.00 throughout the year for 4 serious traffic offences as follow :-

  1. Speeding
  2. Overtaking at restricted area
  3. Beating red lights
  4. Jump Queue

The Director General of JKJR when answering the media emphasised that OPS SIKAL will continue into 2008 due to good results achieved in 2007. He also thanked the media for their active support in promoting and raising road safety awareness amongst the road users.

OPS SIKAL ANALYSIS (MIROS)

The Hari Raya and Deepavali 2007 OPS SIKAL has recorded a reduction on the total of deaths after seven weeks from the 7th of October 2007. It has recorded a 111 reduction of deaths from the accumulative average. From the total 111 deaths, the deaths that involved motorcycle riders and pillion riders have the highest reduction of 91.

This success is due to the OPS SIKAL programme that was carried out by PDRM and JPJ.

Whereas for the pedestrians, there is a reduction of 20 deaths after the 7th week of OPS SIKAL compared to the accumulative average of deaths of pedestrians. A large portion of this success is the results of stringent enforcement by PDRM, JPJ and the media campaigns by the Transport Ministry contributing to a change of attitude amongst road users.

An overall reduction on death rates has been recorded across the board and the main factor for this success is the fact that enforcement is now more effective and carried out all year around.
 
The additional coverage by the media has also helped in raising the relevant issues of road safety especially by highlighting accident cases and publishing road safety messages. 

STATISTICS OPS SIKAL FROM 5-28 DECEMBER BY JABATAN PENGANGKUTAN MALAYSIA

The total number of vehicles inspected was 85,937 out of which action was taken on 12,685 vehicles. 19,138 of various offences were identified and 14,146 were issued summons. From this total, 1,155 motorcycles were confiscated.

In terms of types of offences, 5,906 cases were related to  driving licenses, 4,121 cases on invalid  road tax, 152 cases on failure to wear helmets, 417 cases on side mirrors,  347 cases on registration numbers, 47 cases on not adhering  to traffic lights, 695 cases on faulty PG1's and 4,949 cases involving other offences.

OPS LOGO BY JABATAN PENGANGKUTAN JALAN

OPS Logo was launched by JPJ on November 18 2007 for the purpose of increasing road safety and decreasing fatalities caused by heavy vehicles, mainly lorries.

This programme aims to ‘clean' and uplift the image of JPJ who are often associated with aiding lorry owners and "Tonto" in carrying out their illegal activities.

JPJ officers who are involved in accepting bribes and abuse of power will be severely dealt with under this initiative as the department is working closely with PDRM and BPR.
  
During the period from the 18-27 of November 2007, a total of 446 summons were issued to lorry owners because of overloading and by end of November there are no more logo spotted or used by lorry. Hence contributed to the success of this operation
